The 3-user limit applies only to ProPR Connect, the hosted webhook relay that sends GitHub events to your self-hosted stack. Connect clears webhook payloads after successful delivery; delivery statistics are retained separately. Its optional MCP gateway processes tool arguments and results, including source code or diffs. Managed tunnels remain Plus-only; direct MCP bypasses Connect. Your configured model provider receives the prompt and selected code context directly from your stack. Teams add Plus seats beyond 3 users; a deployment using its own GitHub App has no Connect seat limit or charge.
A distinct GitHub developer whose activity starts ProPR work through Connect in a billing cycle — triggering an issue or commanding a PR. Browsing the dashboard costs nothing. GitHub Actions and the ProPR bot never consume a seat; other bot accounts count like developers if you whitelist them to trigger work. At the limit, developers already seated this cycle keep working. New developers need an added seat before Connect forwards their triggers. The count resets each billing cycle.
